Keynote: Just Transition and Compliance Minimalism

Veronika Fikfak gives the morning keynote at the Third Annual International Conference on Just Transitions to a Net Zero World (10–11 September), which asks how net-zero commitments are actually implemented. Her talk, "Just Transition and Compliance Minimalism: Lessons from Human Rights Cases", draws on six years of HRNUDGE (ERC) research and 25,000+ European Court of Human Rights judgments to show how states do the minimum needed to close a case — and how that minimalism spreads faster than good practice. Drawing on lessons from human rights, she sets out three proposals for strengthening how compliance is monitored and enforced.
